Chicago is slow in bridging the digital divide because the differences among neighborhoods and demographics run deep. The affordability barrier contributes to the continued digital divide. For example, 55 percent of Latinos adopted broadband compared with 66 percent of blacks, 81 percent of whites and 87 percent of Asians, the study shows.
