Modeled after the “enterprise zone” concept of the late U.S. Sen. Jack Kemp (R-NY) as a means of boosting government efforts to bring economic improvements to low-income areas, the Gigabit Opportunity Zones plan would give financial incentives to ISPs to deploy broadband in impoverished areas. This market-based plan would ease regulatory barriers for ISPs.
